Votes are weighted by $BRAIN held at the moment a proposal is created.
Advisory proposals record the community's decision only. Treasury proposals that pass wait out a timelock and are marked executed only when a matching on-chain transfer from the treasury is verified. AI output can never propose, pass or execute anything.
